DAS test mode and View Trigger (VT) check

Two more source-defined checks from the same §5.3.1 diagnostic tree — running the DAS itself in a dedicated test mode from the DCA, and scoping the 0.8 ms View Trigger clock at the GCIFA and OPCONTA PWBs — separate an internal DAS fault from an OPCONTA/GCIFA/console fault, and a bad GCIFA or OPCONTA board from a bad KGTSM connection.
