Final gantry-couch relationship check, system test and calibration data

Close out the Aquilion 16 install by proving the gantry and couch don't interfere with each other under their permanent covers, exercising gantry/couch/ScanoPlan/emergency-switch operation from the console, and handing off to the 3-hour wait that gates calibration data acquisition.

Personnel
Intermediate — run a test rotor from the KGTSM maintenance panel while visually checking three separate cover/mechanism interference points, verify a gantry-couch position interlock stops the system cleanly (cross-referencing subsection 28.7), operate gantry tilt/slide from the console keyboard and confirm the full ±30° tilt range, perform a ScanoPlan slice-plane check that involves taping solder wire to an S phantom, running scanoscopy/scan, and adjusting both an internal and an external projector until their beams align with the solder, read the OLP indication on the S-CON screen and confirm it is 20% or less before pressing all three emergency switches (two on the gantry, one on the keyboard) and confirming gantry power drops each time, and recognize the 3-hour post-power-on wait before starting calibration data acquisition (the acquisition procedure itself lives in section 28.8, not reproduced here). Safety
