Run the DCA offset data check (X-ray inhibit)

Put the Aquilion 16 into X-ray-inhibit test mode with the XC PWB's JP3 jumper, then run a DCA acquisition through Decode/Re-Correct/Calc(ScanData) to read the per-channel offset data used for DAS noise and offset-SD checks — without generating any actual X-rays.
