Gantry rotation speed check and fine adjustment

Check the Aquilion 16 gantry's rotation speed over a KGTSM terminal session, then — since Aquilion performs no automatic speed correction — use DIP switch DSW12 to finely correct that speed back to within ±3% of standard whenever a check shows it out of tolerance.
