Configure the TOSHIBA (Xlink) protocol network between consoles and peers

Set up and verify the proprietary TOSHIBA-protocol (Xlink) network link that lets the Aquilion 16's image processing console exchange images and worklist queries with an external peer system (Anet, Asteion, or a like TOSHIBA-protocol device), using three purpose-built tools — a hosts-file entry, a computer-name/IP utility, and a typed-menu Xlink environment tool — and know the one rule that overrides everything else here: **this setting is only ever done from the image processing console.**
