TPS Reset Fails After Upgrade to Excite HDx 14.0 Due to SCP 2 Board.

Symptom

TPS Reset Fails With Power Monitor Timeouts After Upgrade to Excite HDx 14.0 Tps fails to reset after upgrade to 14.0. Startup Timeout was detected on the Universal Power Monitor 1, Startup Timeout was detected on the Universal Power Monitor 2 , 2252239 2252239 . Config files are correct, SSM is still being used so config parameter usss type is set to "no" and power monitor is set to "1" no asc. CAN diags always looked for power monitor 1 and 2 which did not exist. TPS fails to reset after upgrade to 14.0.
