Unable to Boot Applications Software, getting UPS Communication failures or Ping the TPS

Symptom

Unable to Boot Applications Software, getting UPS Communication failures and Unable to Ping the TPS Getting UPS communication errors displayed in the boot-up messages when Solaris is booting. Application Software boot halts after selecting a mobile location and crashes to a gray screen. Can't ping the TPS from a Terminal Window when logged in as root. Original hosts file is renamed to .OLD on every boot and contains information which does not include IP addresses.
