Unable to scan due to TPS IPG Initailization errors on profile3.
Symptom
Unable to scan due to TPS IPG Initailization failure. RX_LO LED not lit on CERD. CERD diagnostics fail to run. System will not scan due to TPS/IPG Initialization errors and runs very slow. Apps software boots. IPG comes all the way up. EX_LO on CERD lit. RX_LO is not lit. Emulating CPB makes system run at normal speed but TPS still fails to initialize. No VME Access led on IPG (should intermittantly flash). VME BIT3 (192.0.0.2) dropping 8-15% of bits with ping -s command. SBUS BIT3 (192.0.0.1) doesn't drop any bits. IPG diags pass, CERD and SBAM diags do not.
