System will not boot.

Symptom

System will not boot in the morning. Getting Cold Reset message. System will not boot. On morning startup the system will fail to come up and will post a message box asking "Do you want to do a cold reset?" See Long Description. (Reference SPR MRIhc06677) The system has been having recurring issues with failure to complete a TPS reset. On morning startup the system will fail to come up and will post a message box asking "Do you want to do a cold reset?" Cycling power to the system cabinet and restarting the system several times will eventually bring the system up. The system will run perfectly once it comes up. This is the third time the problem has come up. First time we replaced one of the two AP200 boards (system has AP400, not 400B). Second time we replaced the APS board. Both times we received boards that did not work, assumed them to be DOA. (Also replaced MGD power supply) Now I am wondering if this could be software related. Error codes are 2223621 and, in APS terminal "Error in AP sync". Further info from InSite: Getting term server errors and TPS download fails. Have tried hard rebooting entire system 7 times...no help. Insite having them power cycle systems cabinet off for a minute, then wait a minute, then attempt another TPS download. Could be term server is hung. Error: 2252106 Host: WSMI-MR1 Process: NSP File: diags_utils.c Line: 666 "Diagnostic software error. Failed to determine hardware state for APS board within 20 seconds The board may be busy loading vxWorks or may be hung. Also check the serial cable for the board and the serial terminal server" . Error: 2223849 Host: WSMI-MR1 Process: NSP File: TardisReset.cc Line: 1797 "SCP EPROM power-up boot failed". Error: 2223849 Host: WSMI-MR1 Process: NSP File: TardisReset.cc Line: 1807 "APS EPROM power-up boot failed". Error: 2223851 Host: WSMI-MR1 Process: NSP File: TardisReset.cc Line: 471 "Reset TPS was not successful". errno : 9-> Error: 2223817 Host: WSMI-MR1 Process: NSP File: TardisReset.cc Line: 398 "TPS is not responding. Please reset TPS". Actions taken: Replaced AP boards and APS and Power supply. Tried to replace MGD backplane but new one was DOA.
