Black Dots in Images as Viewed on Philips PACS but OK on Scanner due to Pixel Padding value of 0 Sent in DICOM Header.

Symptom

Black Dots in Images as Viewed on Philips PACS but OK on Scanner See Long Description Customer is reporting an issue that the Philips PACS person says is related to a DICOM problem and that the "images we reviewed contain a pixel padding value of zero, yet zero is a valid pixel value in the image. The result will be that black dots will display on any DICOM viewer that correctly supports Pixel Padding Values." See below for an example image showing these black dots. The dots are not seen on the same images resident on the scanner, only on the images sent to the Philips PACS.
