An existing /usr/g/service/license/license.dat file prevented the system from installing the keys.
Symptom
After Successfully Generating and Downloading eLicenses the Options did not Install Upon Reboot Licenses did not auto-install upon first reboot. There was no pop-up message stating "New Licenses were found and installed on your system".
Error message
DO NOT USE. eLicense is created and downloads normally. No errors are generated but the licenses never go permanent.
