Symptom
HIPAA Issue - Technologist can not login with any old users names and/or they unable to assign permissions to any new group or created user. See Long Description for more info. HIPPA Issue - Technologist can not log in with any old users names and/or they unable to assign permissions to any new group or created user. They do not get "Enter admin screen" checkbox when the Tech logged in as either "root" or "tech's admin login".
