Fails to Boot Applications and TPS Download Fails Due to TPS/ISE Backplane Power Supply.

Symptom

System fails to boot Applications software and TPS reset fails. See long description. The system is a 1.5T LX, running 9.1 M4 software. The system will not boot applications. Looks like the Bit3 is down. Errors in the log look like TPS reset failure. Ping to tps fails as seen below: lx-mr 6# ping lx-mr-tps PING lx-mr-tps (216.33.27.2): 56 data bytes ping: sendto: Connection refused

Error message

200002368 A set of processes are deadlocked waiting for each other to start. Mon Apr 12 11:43:42 2004 Error: 200002368< Host: BaptistGEMR Process: hostMonitorbsp File: ssProcStart.c Line: 1099 A set of processes are deadlocked waiting for each other to start. svat, scn, rtcProxy, resetServer, lais, hgp, displayServer, autoview, app, WLServer, TIR, SITT, RtpHost, RTPSIServer, RIR, PPSproxy are the likely culprits. This deadlock has caused the system to shutdown!
